Abstract
This policy brief sets out the evolution of community policing in Kenya to date, and provides analysis on the key challenges hindering the realization of effective community policing in the country. It was developed as Kenya began to contemplate
legislative and policy measures to formalize community policing particularly in response to increased terror attacks and violent crime and the State intention to increase citizen participation in enhancing security. It features short case studies of community policing practice in Tanzania and South Africa, and concludes with policy options and recommendations that can be pursued to strengthen community policing in Kenya. The views expressed in this policy brief are exclusively those of the author.
