State responses to terrorist attacks and what is also referred to as violent extremism (CVE) speak to the very complexity of the challenge that terrorism poses. Pathways leading to violent extremism are complex and multiple and the engagement in terror groups is not straightforward. Terrorist groups like Al-Shabaab
