Preventing violent extremism is a commitment and obligation under the principles and values enshrined in the Charter of the United Nations, the Universal
Declaration of Human Rights and other international human rights instruments. To be effective and sustainable and in line with Member States’ obligations under
international law, all legislation, policies, strategies and practices adopted to prevent violent extremism must be firmly grounded in the respect for human rights and the rule of
